About Convention

The convention is a great opportunity for new and long-term members to learn more about the League, meet members from across the state, and be inspired for our next biennium.

You do not need to be an official delegate of your local League to attend the convention! You may attend all of the programming as an interested League member, and if you have a great League prospect who is not yet a member, you can encourage them to attend, too. For voting purposes, observers (i.e., non-local League delegates) will sit in a separate area of the room during the plenary sessions, but they are still welcome and encouraged to attend those sessions.

Registration Details

The 2023 LWVWA Convention will run from Thursday, May 4, through Sunday, May 7, in Pasco, WA. There are several registration options available, including single-day tickets. The registration fee for for LWVWA members (delegates and non-delegates) attending the entire convention is $260, through April 18. Starting April 19, the registration price will increase to $310.

Official Convention Business

Local Leagues send delegates (based on membership size, in the table below) to decide LWVWA's business every odd year at the LWVWA Convention. The delegates make decisions about the 501c4 LWVWA, as described below. The Board of Directors of the 501c3 Education organization make decisions on the activities of that organization. Although the budgets are separate, the LWVWA 501c4 budget (which delegates vote on) works in conjunction with the 501c3 budget (which only the board votes on).

Resolutions

A Resolution is a formal motion by a delegate to the LWVWA Convention, approved for action by the Resolution Committee and adopted by a majority of delegates present at Convention. Adoption of a Resolution provides a strong request for action or specific direction to the LWVWA Board of Directors.  Use this form to submit a Resolution to the Resolutions Committee for consideration no later than 6 p.m. on May 5. How to Propose Amendments to Standing Rules, Program of Work, Budget, and Election Slate:

  • Proposed Standing Rules of the Convention: Submit amendments by email to Jean Snider, the secretary of the Convention, by April 20, 2023, 11:59 PM.
  • Program of Work: Additions and changes to Recommended Program of Work and Not-Recommended Program of Work items submitted in advance may not be further amended from the floor in the plenary sessions and will be simply voted up or down.  These need to be submitted via email to Mary Coltrane by April 13, 2023, 11:59 PM.
  • Budget: The Proposed 2023-25 Budget and the line-item amendments submitted in advance may not be further amended from the floor in the plenary sessions but may simply be voted up or down individually. Budget amendments for line-item changes must be submitted online by March 25, 2023, 11:59 PM, to the budget committee, and may be debated during the budget discussion period.
  • Election Slate: Proposed additions to the Proposed 2023-25 Election Slate will be accepted online through May 4, 11:59 PM. After that, nominations can be made from the floor at Friday's plenary session.

  • April 13, 2023: Changes in Recommended Program may be submitted by local Leagues and MAL units to the Board. 
  • April 13, 2023: Final day to submit notice of intent to consider Not-Recommended Program of Work via email to Mary Coltrane.
  • April 13, 2023 at 11:59 PM: Final day to submit amendments to the Recommended Program of Work via email to Mary Coltrane.
  • April 13, 2023 at 11:59 PM: Final day to submit amendments to the Not-Recommended Program of Work via email to Mary Coltrane.
  • Between April 14 and May 4, 2023: Board may vote to change Recommended Program.
  • April 20, 2023: Final day to submit proposed amendments to the Proposed Standing Rules of the Convention via email to Jean Snider, the secretary of the Convention.
  • May 5, 2023 at 2:30 PM: Voting on Proposed Standing Rules of the Convention, and proposed amendments, if any. 
  • Immediately after the vote: Results of electronic voting on Proposed Standing Rules of the Convention announced.
  • May 5, 2023 at 5:00 PM: Final day to submit Resolutions via the Resolution Submission form.
  • May 5, 2023 at  6:00 PM: Meeting of the Resolutions Committee.

  • Trains for Pasco depart at 9:50 AM and arrive at 9:06 PM. 
  • Busses depart at 8:45 AM and arrive in Pasco at 1:20 PM

From Spokane

  • Trains depart at 3:54 AM and arrive in Pasco at 6:45 AM
  • Busses depart at 11:00 AM and arrive at 1:20 PM

The hotel is a 7-minute drive from the airport.  Cabs are available as are rental cars.  The hotel also has a complimentary shuttle.

Programming for Members, Friends & Family

Not a delegate? No problem! There's plenty to do in Pasco. Non-member family and friends are also welcome and encouraged to join you. While non-members can't attend the plenary sessions, they can join you on fun local adventures and at meals featuring fabulous guest speakers! Tickets for meals can be purchased with your registration. While activities are free, LWVWA is making a donation to the volunteer organizations leading activities, and we encourage donations of $20 per person for each activity.

Friday

  • 7 AM: Join us for a tour of the Mid-Columbia Basin Old Natural Education Sciences (MCBONES) Research Center.  MCBONES is the site of an active archeological dig.  Its most prominent discovery is the skeleton of a Columbian mammoth. Registration is required.
  • 12 PM: Enjoy a boxed lunch featuring a welcome from Blanche Barajas, Mayor of Pasco, WA, followed by a talk from Norma Rodriguez, the first Latina judge for Benton and Franklin Counties. Norma has handled thousands of felony and civil cases in Superior Court. Additionally, throughout her career, she served as a judge pro tem in municipal and district court. The second guest speaker for this lunch will be Franklin County District Judge Trinity Orosco. Judge Orosco was newly elected in 2022. She began as a paralegal student at CBC and later graduated from Gonzaga Law School. She then returned to the Tri-Cities as a public defender.
  • 6 PM: Kimberly Hamlin, LWVUS Director and board liaison to Washington, will be speaking Friday evening. She is an award-winning historian, author, and professor specializing in the history of women, gender, and sex in the United States. Her most recent book Free Thinker: Sex, Suffrage, and the Extraordinary Life of Helen Hamilton Gardener (W.W. Norton 2020, paperback 2022) tells the fascinating story of the "fallen woman" who reinvented herself and became "the most potent factor" in Congressional passage of the Nineteenth Amendment and the highest-ranking woman in federal government. Free Thinker centers both sex and race in the history of women’s rights and in the long struggle for the vote. The American Library Association’s Booklist magazine named Free Thinker a "Top Ten Biography of 2020," and it was long-listed for the 2020 Chautauqua Prize.  This project received support from the National Endowment for the Humanities (NEH) Public Scholar Award and the Carrie Chapman Catt Award for Research on Women and Politics. Hamlin is also the author of From Eve to Evolution: Darwin, Science, and Women’s Rights in Gilded Age America (University of Chicago Press, 2014).

Saturday

  • 7 AM: Friends of Badger Mountain will take us on a guided walk on Badger Mountain (difficulty moderate) or walk easier or more difficult paths on your own.
  • 12 PM: Amber Strunk, Education and Outreach Coordinator at LIGO-Hanford Observatory will speak Saturday evening. Her presentation is titled "LIGO: The Origins of Revolutionary Science" and will discuss how LIGO detected a concept predicted by Einstein 100 years earlier. Amber has a Bachelor's in Physics and a Master's in Education and loves sharing the fascinating physics, engineering, and technology necessary to detect gravitational waves with the public.
  • 6 PM: Opera on the Vine will provide entertainment at dinner.

Sunday

  • 7 AM: The local Audubon Society will lead a walk at Chiawana Park. Bring your binoculars. The Lower Columbia Basin Audubon Society has a limited number of binoculars for sharing.
